Your card uses PCI Express 16x! Your motherboard spec is not high enough to fully support this card. Buy a new motherboard with PCI Express 16x and it should work very very well. =D

and i run fallout so lagged man, i can even run outside of the world, with HDR on ..its like ..dont know..15 fps?

If your want anything above 60 fps, then you have to shut your Vsync off. With your Vsync setting on, you can not go above your monitors refresh rate.
